I am a keen amateur looking for a good, reliable photo editing program suitable for Windows. I don't need anything too high tech, just want to resize, add effects and make basic adjustments. Does anyone have any recommendations please?

Try Picassa.  A free download from Google.  Does most things and includes a reasonable organiser

Try GIMP which allows you to do alot. There's also Paint.Net which has some good plugins also.

Also try Photoscape, it does quite a lot and is fairly easy to use.
